On Monday the 25th of March, 1889, twenty chess players gathered "in commodious rooms at No. 8, Union Square" in New York City. Over the next two months, until May 27th, each player would face all of the others 2 times in the Sixth American Chess Congress. After speeches and business, world champion Wilhelm Steinitz records that "the pairing then took place, and the tournament was started on the same afternoon." The competition resulted in 430 games played, including the 4 game tie contest between Tschigorin and Weiss, which was drawn, so that Tschigorin and Weiss shared honors for 1st & 2nd place.

The Congress was a double round robin event, but with an additional feature to encourage decisive results. Any drawn games played in the first division scored half a point, but drawn games in the second division had to be replayed. Only in the case of another draw between the same players would a half point be scored in the second division. As a result, several days were set aside for the re-playing of drawn games.

The job of editing the Book of the Congress was given to Steinitz, and this electronic edition maintains its organization as handed down by Steinitz. The end result is a strong tournament and great game collection, with superb commentary by the First World Chess Champion - each game is wonderfully annotated by Steinitz.
